Acquirement Method: After obtaining the Torch, head to the fountain in Lacrima Castle's Moonlit Courtyard. The option to dip it into the water will be present, which will turn the torch into Mosamo Ash.
Function: Trade it to Reiche in the Grove of Repose to obtain a Flag x10.
