Sting Entertainment is a Japanese game developer from which the Department Heaven series was conceived, founded on February 7, 1989 and located in Tokyo, Japan. Since its inception, the company has developed a large array of games, the first of which being Psycho Chaser, released in 1990 for PCs. A large amount of Sting-developed games never made it out of Japan.
On March 10, 2009, Sting and Atlus formed a partnership in which Atlus would publish their games in Japan, in addition to worldwide releases. As of March 2012, fellow game developer Idea Factory in which teams from both companies would work on collaborative projects to showcase both their talents. These co-created titles were released under the brand Super Sting; the first of these was released 3 months after, called Generation of Chaos: Pandora's Reflection.

Headed by lead designer, Shinichi Ito, Product Team A creates the core episodes in the series, and has seemingly remained consistent between games. Artists involved with more than one episode in the series include Yoshinori Iwanaga and Satoko Kiyuduki. Shigeki Hayashi has composed music for at least three of the released episodes, working alongside Minako Adachi on two of them. Both Sunaho Tobe and Ito have worked on all titles in the series thus far.
